Minhoto is graduated in Pedagogy and Economics, holds a Master's and PhD in Education from the Pontifícia Universidade Católica de São Paulo. She is a professor at the Department of Education - Unifesp and coordinator of the Society, University and Science Studies Center - SoU_Ciência. She conducts research in the area of Educational Policy, working mainly on the following topics: expansion and financing of higher education, national assessment system (basic and higher education), assessment of educational institutions, work and teaching career. Currently, she develops research projects that aim to analyze the impact of public policies for the expansion and financing of Higher Education and science and technology on the country's economic and social development, the purposes of the public university and the concept of contemporary higher education, the monitoring of graduate and postgraduate students and the impact of educational quality indicators and large-scale assessments on student and teacher education and on the work of educators at all stages of education.
